DG Contract Requirements

Key Changes 

The high-level changes to the Program Guidebook are:

Size increase: Annual Program size increase to 800 MW

Pricing: Updated REC Pricing can be found on Page 27. The Carbon Solutions REC Calculator will be updated by May 1st with the 2024-2025 EY pricing.

EEC: New information regarding the Equity Eligible Contractor (EEC) requirements

Application fee: The Application Fee has been increased to $20/kW AC with a cap of $15,000. The REC Calculator and CSG Contract will be updated by May 1st with this change.

Advance of capitol: New information on the advance of capital process

Escrow: Description of both a forthcoming escrow process, and a restitution program for stranded Illinois Shines customers

Small DG and Large DG: For capacity purposes only, for Small DG and Large DG, there will be no Group A/ Group B Distinction. The REC price distinction remains in place, and each of Small DG and Large DG have separate capacity allocations.

Prioritizations: New DG prioritizations in Public Schools and EEC categories

Ratio capacity: New DC/AC ratio capacity of 200% for all systems that include a battery/storage component

Expansion Pricing: Will not apply in limited circumstances. Page 52 states, "...if a project expansion is submitted more than two years after ICC approval of the original system, then expansion pricing will not apply. However, if the expansion project has already been built and interconnected at the time of project application, the date of interconnection must be more than two years after the ICC approval of the original system. If not, it will be subject to expansion pricing."
